There are two applications – one for the launcher and one for EOUS. Both need uninstalling for complete removal. This is to prevent the user accidentally removing their ARCS utility when uninstalling EOUS. |
Question: Can I download an individual cell if I have the latest permits which include that cell but I do not have the latest Base CD? |
If the cell has had a New Edition since Week 27-07 then it is possible to set the ‘Starting from’ date to WK27-07, add the cell to a new Request list, download the data and create an individual Exchange Set.
If the cell has not had a New Edition since Week 27-07 then it is not possible to download the cell.
Week 27-07 is the date that the EOUS started and the earliest date that updates are available from. |
Question: Can I install ADP on a networked PC? |
You may not install ADP centrally on a network server. You can however install it on the local hard drive of a computer that is linked to a network. If the PC is also a server, you will not be able to access the programme from a different PC that has the server mapped as a drive. The software is ‘tied’ to the PC on which it is loaded and you will only be able to access it on that machine.

Question: How do I add extra products and / or area data files to my licence? |
Give your Admiralty distributor your user permit number. He will arrange it for you. On either your main or backup system select Start > Programs > Admiralty Digital Publications > Licence Key Wizard. Select Add Areas / Renew Licence, then select Next. The Licence Key Wizard – User Permit screen will appear. It contains your user permit, expiry date, products and current areas. Select Next to display the Licence Key Wizard – Export User Permit with the options to: Copy to clipboard; Print; or Save to a simple text file.
Give your distributor the user permit and the products and / or areas that you want to add. Your distributor will supply you with an update key. Note: You will receive separate update keys for both the main and the backup systems. If you are adding ADLL or ADRS6 you will also receive the latest ADP weekly update CD.
To enter the update key select Start > Programs > Admiralty Digital Publications > Licence Key Wizard. Then select Add Another Key and select Next. Tip: use Copy (Ctrl+C) and Paste (Ctrl+V) to enter the key details.
If you buy additional products / area data files during the year, the price will depend on when the existing licence commenced (all products / area data files now expire at the same time).

Right click the title bar (the blue bar right at the top), select “About the ENC Online Updating Service…” and select the Support button. You will be given a choice of: send an email; save in text file; print the message or copy the message to the clipboard. If possible select the first option. This will generate an email which gives a full listing of the registry settings.

Question: How do I get an activation key by email? |
Select Start > Programs > Admiralty Digital Publications > Licence Key Wizard from the menu bar. The Licence Key Wizard – Start-up Key Only screen will appear. Select the Request an Activation Key button then select Next. The Licence Key Wizard – Main or Backup Computer screen is displayed showing your computer name. Select the Main button then select Next. In the subject line there will be a string of letters and numbers beginning with UKHOBLAKR…… Do not amend any of this - just click on the Send button. You’ll receive an email back with details of your activation key.

Question: How do I get an activation key for my backup PC? |
Load the latest version of ADP onto your backup PC. Select Start > Programs > Admiralty Digital Publications > Licence Key Wizard from the menu bar. Use the Licence Key Wizard to insert your original start-up key and generate a new activation key request from this machine, ensuring that you’ve selected the Backup computer button.
Once you’ve installed the activation key, update your area data files (if ADLL or ADRS6 has been licensed) using the Update Data Wizard and the latest ADP weekly update CD – see Question 12.

If the key still fails it may be because there has been a change to the hardware configuration - see Question 13 for further details.
Once you’ve installed the activation key, update your area data files (if ADLL or ADRS6 has been licensed) using the Update Data Wizard and the latest ADP weekly update CD – see Question 12.

Question: I can’t see a cell that I need to check for updates. |
Check that the two filters are not preventing the cell being displayed.
“Only show cells that need updating” will filter out all those cells that EOUS has registered as being up to date. Having this filter selected when receiving updates will result in the updated cells no longer being visible.
“Only show cells that are licensed” will filter out all those cells for which no licence has been imported via the permit file. |
Question: I have a message saying that the key cannot be decoded correctly when my ADP program was working previously and I have already entered an activation key? |
Generating an activation key request captures hardware details about the host PC. This locks the activation key to that PC. If you’ve made any changes to your hardware or changed your PC since generating your activation key request, this will invalidate your activation key. Select Start > Programs > Admiralty Digital Publications > Licence Key Wizard to generate a new activation key request from this computer, ensuring that you first select the Main or Backup computer button.
Under normal conditions, your request will be scrutinised and authorised and a replacement activation key automatically generated and emailed back to you within a few minutes.
Occasionally, our computer may refuse an activation key request. If this happens you will need to contact either your Admiralty distributor or the UKHO helpdesk – helpdesk@ukho.gov.uk - explaining the situation and enclosing either your start-up key, activation key, update key or user permit and computer name.
If you’re running a main and a backup system, ensure that the correct key is used on the correct PC.

Question: I have a problem updating the Permit File – my permits are not updated. |
When selecting the option ‘Update the application from an ENC Permit File (PERMIT.TXT)’ and the permits do not appear to update, there could be a permissions problem with the PERMIT.TXT file.
If the file has been set to Read Only then the software will be unable to update the file. The solution is to locate the file (C:\Documents and Settings\All Users\Application Data\Chersoft\ENC Online Updating Service\Permits) right-click on the file and select Properties. De-select the ‘Read Only’ Attribute and select Apply.
Note: On Windows Vista systems the file is located in C:\ProgramData\CherSoft\ENC ENC Online Updating Service\Permits

Question: I have lost access to my ADLL / ADRS6 data and have an error message. What should I do? |
The update process has failed at some stage. In order to recover the situation it will be necessary to update using an ADP weekly update CD as shown in Question 12.
If this doesn't solve the problem, create a support text, as shown in Question 'How do I send the UKHO helpdesk a support text?', and send to our helpdesk – helpdesk@ukho.gov.uk with a full description of your problem. They will advise you further. |
Question: I received a start-up key for ADP but it expired before I installed the software – how can I get an activation key? |
The start-up key can always be used to install ADP, even if the key has expired. However, the start-up key will not allow you to display any information beyond its one-month expiry date and it will not allow you to apply any ADLL or ADRS6 updates. You can get an activation key at any time after installing ADP. |
Question: I’m missing an update. |
The most likely reason is that the update was produced before the start date set in EOUS. |
Question: I’ve installed ADP. Why do I only have access to the sample data? |
You need to enter the start-up key supplied by your Admiralty distributor. If the CD was supplied without a start-up key, you should contact your distributor to buy a start-up key.
Select Start > Programs > Admiralty Digital Publications > Licence Key Wizard from the menu bar. The Licence Key Wizard – New System screen will appear. Select Next. The Licence Key Wizard – Add Key screen will appear. Enter the key details. Tip: use Copy (Ctrl+C) and Paste (Ctrl+V) to enter the key details. Question: I’ve just installed EOUS and requested a Catalogue Update by email. I can see the response email has arrived but the icon to “Read the email inbox” or “Import an email attachment” is not available. |
The “Read the email inbox” and “Import an email attachment” icons will only become available after a Catalogue has been downloaded and a permit file loaded.
This can result in a bit of a catch 22 when requesting the Catalogue by email. The resolution is straightforward however;
Either close down the application and restart (all icons will then become available) or double click the email attachment (if on the same PC as the EOUS application).

Question: I’ve replaced / upgraded my computer. How do I re-install ADP? |

Question: On running the program for the very first time, when creating an Exchange Set under certain conditions, the program hangs in the Create Exchange Set window. |
This is a known problem and is caused by the 'Starting from' data not being correctly refreshed when the catalogue is updated. The solution is to close and then restart the program. This will refresh the ‘Starting from’ date and will correctly identify which cells need updating. |
Question: On some ECDIS systems, after updating the ECDIS using the EOUS produced CD, the ECDIS reports ‘Please Insert the Latest Base CD’ followed by ‘Please insert the Latest Base or Update CD’. |
This is not a problem and can be explained as follows:
If you are being selective with the updates that you download, that is, you are not updating the full folio of ENCs loaded in your ECDIS, then, this situation may occur. When you update ENCs selectively you are downloading only those ENCs that you require for immediate navigation. The EOUS client software maintains a full product listing (PRODUCTS.TXT file in the INFO directory) on the update CD that you burn. This product listing shows the latest state of all ENCs in AVCS and the Admiralty ECDIS Service.
The reason for doing this is so the ECDIS returns a warning if you use an ENC that you have not downloaded remotely. It is a little annoying that this creates the messages shown above but in a navigational situation it is acting on the side of safety. What the ECDIS is actually doing is saying that you still haven’t updated ALL the installed ENCs and is still searching for those that were not selectively downloaded. |
Question: The computer on which I’m going to run ADP doesn’t have email. How can I get my activation key? |
Select Start > Programs > Admiralty Digital Publications > Licence Key Wizard from the menu bar. The Licence Key Wizard – Start-up Key Only screen will appear. Select the Request an Activation Key button then select Next. The Licence Key Wizard – Main or Backup Computer screen is displayed showing your computer name. Select the Main button then select Next. The Licence Key Wizard – Create Activation Key Request screen will appear. You can choose the option Send the Request to your printer or Save the Request to a simple text file. You can then manually type your activation key request into the subject line of an email on another PC and send it to bundled.licences@ukho.gov.uk or copy and paste it from a portable memory device into the subject line of an email and send it. We’ll return the activation key to the email address used to send the request. Alternatively you can send the activation key request details to your Admiralty distributor and ask them to submit the request on your behalf.

Question: What are electronic charts? |
The next generation of nautical charts simplifies traditional processes such as route planning and chart updating. When used with satellite positioning devices they also enable automatic route tracking. These features can greatly enhance navigational safety by improving situational awareness, especially in busy or confined waters.
We use digital technology to develop electronic charts from traditional paper charts and from marine survey data. As with paper charts, using official data is the key to maximising safety and to other related benefits. Official electronic charts currently take two forms: Electronic Navigational Charts (ENCs) and Raster Navigational Charts (RNCs).

Question: What are RNCs? |
RNC (Raster Navigational Charts) use raster (horizontally scanned) data to reproduce paper charts in an electronic format. Their familiar ‘paper chart’ image helps users gain confidence in the use of electronic charts by providing a direct link between the display screen and chart table.
RNCs consist of thousands of tiny coloured dots (pixels) that together make a flat digital image. Every pixel is geographically referenced, enabling accurate real-time display of vessel position when your chart display system is linked to GPS (Global Positioning System).
Additional user-defined information such as route plans and shoal areas can be overlaid on an RNC to provide automatic links to other onboard systems (e.g., warning alarms) but unlike ENCs, charted features cannot be selectively displayed or queried.
RNCs must comply with the International Hydrographic Organization's S61 data standard, and can only be issued by, or on the authority of, a government-authorised Hydrographic Office. |
Question: What are the regulations for using electronic charts? |
The International Maritime Organization requires that when using a type-approved Electronic Chart Display and Information System (ECDIS):
- Electronic Navigational Charts (ENCs ) can be used for primary navigation in place of paper charts, provided there is a suitable backup (e.g., another ECDIS with a separate power supply, or an appropriate folio of up to date paper charts).
- Raster Navigational Charts, when used in conjunction with ENCs (to fill the gaps in coverage) can be used for primary navigation together with an appropriate folio of up-to-date paper charts.
- What is considered 'an appropriate folio of up-to-date paper charts' varies between flag states, and may or may not represent a reduction in the number of paper charts required to be carried.
In order to navigate with ECDIS and ENC and comply with the International Convention on the Safety of Life at Sea (SOLAS) it is also necessary to have a backup in case of system failure. The backup may be a second ECDIS or a paper chart.
If you want to use electronic charts as your primary means of navigation you need a type-approved ECDIS with backup, ENCs where available and RNCs such as ARCS charts to fill the gaps. Initially, the ARCS component of this combination is likely to form the majority of coverage, so a reasonable paper chart backup will still be required but this will gradually change as more ENCs become available.
The information above is provided only as a guide. There are regional exceptions to these rules. Users must consult their own flag state's regulatory authority (e.g., the Maritime and Coastguard Agency for the UK) to find out their own flag state’s position, as interpretations of SOLAS Chapter V, can vary. Question: What is a RENC? |
A RENC is a Regional Electronic Navigational Centre. In order to ensure uniformity in both format and distribution, the International Hydrographic Organization created the WEND (Worldwide Electronic Navigational Database) principle. Under the WEND principle, each major geographical area of the world would have its own RENC. Each nation that produces ENCs would send its data to the local RENC, who would then be responsible for validating and distributing the charts to end-users.
There are currently two RENCs worldwide; Primar-Stavanger based in Norway and the International Centre for ENCs (IC-ENC) based in the UK. The UKHO is a distributor for and is able to supply ENCs from both RENCs via its Admiralty Vector Chart Service (AVCS) and Admiralty ECDIS ENC Service. |

The Admiralty Raster Chart Service is an electronic chart service that provides exact replicas of the Admiralty paper chart series in digital format.

Question: What is the Admiralty Vector Chart Service (AVCS)? |
AVCS is an official, global, all-vector chart service that is designed specifically to meet the needs of the international professional mariner, whilst providing full compliance with carriage regulations.
AVCS comprises only Electronic Navigational Charts (ENCs), each of which conforms to the definition of a nautical chart set out in SOLAS Chapter V Regulation 2.2 . AVCS updates are provided weekly during the licence period.
AVCS is supplied by the United Kingdom Hydrographic Office (UKHO). It brings together selected Electronic Navigational Charts (ENCs) from the world’s National Hydrographic Offices, and fills the gaps in coverage with ENCs specially produced by the UKHO. The result is a comprehensive, official, world-wide vector chart service that can be used within Electronic Chart Display and Information Systems (ECDIS).

Question: What is the difference between ECS and ECDIS? |
Practically speaking the terms Electronic Chart Display and Information System (ECDIS) and Electronic Chart System (or ECS) have become virtually interchangeable, but in regulatory terms ECDIS and ECS are far from equal. A genuine ECDIS is a high quality ECS that meets the requirement of the International Maritime Organization’s performance standard and has been tested by an independent type-approval authority. Only a type-approved ECS can legitimately be called an ECDIS and only they are considered by the regulatory authorities to meet the requirements of Safety of Life at Sea (SOLAS) legislation.
It is important to note that when used to display non-SOLAS-compliant electronic charts, an ECDIS is classified as an ECS and can only be used as an aid to navigation. |
Question: When I open ADLL, why can’t I see a list view or a filter view? |
This problem occurs when these views have been removed. To insert new views select Window > New List or New Filter from the ADLL toolbar.

This problem occurs when this view has been removed. To insert a new filter view, select Window > New Filter from the ADRS6 toolbar. |
Question: When receiving updates by email, I see a message from my email service provider saying that files have been replaced. |
Some email providers check the contents of emails. The type of files that EOUS sends have been optimised so that they are as small as possible and that each email only contains one file. This means that some email providers checking will not be able to “look into” the EOUS email and so will take the pessimistic view and remove the attachment.
Options to resolve include asking the email provider to ignore EOUS emails, using a different provider, downloading via the web or changing the email to allow it to pass (i.e. getting a new version of the application). |

Question: Why can’t I apply ADP updates I received from the ChartCo service? |
If updates have been applied using the ChartCo service and the error message ‘This update file cannot be used because it does not follow on from your current data’ is displayed you will need to update your system with one of the update options shown in Question 12. Use the Data Updating Wizard.
Unlike the ADP updates, ChartCo updates are not cumulative and have to be applied week by week. To correct the problem, update your ADP using one of the methods described in Question 12, then continue to use the ChartCo service on a weekly basis.

Question: Why do cancelled cells still show as having an update awaiting them? I’ve already downloaded the cancelled update? |
This is most likely an error in either the PRODUCTS.TXT or CATALOGUE.031 file. Within these files, the edition number should be 0 (zero) for a cancelled cell.
If either one of these shows another update number (typically the update number of the cancellation) then the EOUS will not be able to work out the true situation. |
Question: Why do I get the Error Message ‘CHART.CAT – Validation Failed’ |
The previous version of the AOUS contained a Certificate File that has now expired. It is recommended that users uninstall the existing version and download the latest version of the AOUS from the UKHO WebSite here. This will ensure that the latest version of the software is available together with the correct Certificate File.
Alternatively it is available on the Utilities CD supplied as part of the AVCS. |
Question: Why have I not received a reply to my email update request? |
If you have requested an email update for a large number of charts and they have not been returned by the AOUS system, it is possible that the size of the Update Files are considered too large by your ISP and will not be delivered.
It is recommended that the number of charts updated is restricted to those charts required for your current voyage. It is also recommended that the option ‘Check which updates are available’ is selected and the Approximate Download Size taken into consideration before selecting ‘Next’ to confirm your chart selection. |
Question: Why is the cell star in the Cell Name column shown in blue? |
This means that the catalogue on that machine is out of date. EOUS compares the validity of the catalogue file with the system date. |
