  • After uninstalling EOUS, I am still left with the icon on my desktop.

    There are two applications – one for the launcher and one for EOUS. Both need uninstalling for complete removal. This is to prevent the user accidentally removing their ARCS utility when uninstalling EOUS.

  • Are all Admiralty T&P NMs included in the Admiralty Information Overlay?

    All Admiralty T&P NMs that are in force are included in the Admiralty Information Overlay.  Each NM carries the same NM number that is used in the Admiralty Notices to Mariners Bulletin.

  • Are all worldwide T&P NMs included in the Admiralty Information Overlay?

    It is not currently possible to include all worldwide T&P NMs in the Admiralty Information Overlay. In areas where the UKHO has Admiralty chart coverage, significant local T&P NMs are also published as Admiralty T&P NMs and are included in the Overlay.

    In other areas the Overlay will display a No Overlay feature and users should ensure that all appropriate sources of information have been consulted when navigating in these areas.

  • Can I download an individual cell if I have the latest permits which include that cell but I do not have the latest Base CD?

    If the cell has had a New Edition since Week 27-07 then it is possible to set the ‘Starting from’ date to WK27-07, add the cell to a new Request list, download the data and create an individual Exchange Set.
     
    If the cell has not had a New Edition since Week 27-07 then it is not possible to download the cell.
     
    Week 27-07 is the date that the EOUS started and the earliest date that updates are available from.

  • Can I download and update the Admiralty Information Overlay online?

    Admiralty Information Overlay data is available online through Admiralty e-Navigator Planning Station.

    The data volume in each weekly update is normally small.  However it is necessary to issue a New Edition of the Overlay every 6 months, which consolidates all update data into a base data set.  This New Edition may be over a hundred megabytes in size which will make it impractical for most users to download over the Internet and an Admiralty Information Overlay CD should be used.

    When an Overlay new edition is issued (see above), the new edition must be installed before any further updates can be applied.  For users who normally update over the Internet this means that an Overlay update CD will need to be installed before further Internet updates can be applied.

  • Can I install ADP on a networked PC?

    You may not install ADP centrally on a network server. You can however install it on the local hard drive of a computer that is linked to a network. If the PC is also a server, you will not be able to access the programme from a different PC that has the server mapped as a drive. The software is ‘tied’ to the PC on which it is loaded and you will only be able to access it on that machine.

  • Can I turn individual features (EP NMs, T&P NMs and No Overlay) in the Admiralty Information Overlay on and off independently?

    The ability to turn individual Admiralty Information Overlay features on and off is controlled by the chart display system in use.

    Current display systems, such as Admiralty e-Navigator Planning Station, do not allow individual features to be turned on and off.

  • Can I update the Admiralty Information Overlay using the Admiralty Updating Service?

    Unfortunately it has not been possible to include the Admiralty Information Overlay data in the Admiralty Updating Service.  However Admiralty e-Navigator Planning Station can be used to update the Overlay online, alongside AVCS and ARCS.

  • Can I use the Admiralty Information Overlay on my ECDIS?

    The Admiralty Information Overlay is designed for use on ECDIS and other compatible display equipment. The Overlay is a new product and has not yet been implemented on all ECDIS. However the Overlay can also be displayed on a standard computer using Electronic Chart System (ECS) software, such as SevenCs Orca Master which is available to trial for 6 months free of charge.

    Please see the UKHO website at www.ukho.gov.uk/AVCS for an up to date list of equipment that can display the Overlay, or consult your ECDIS supplier. Most ECDIS equipment installed prior to 2011 will require an upgrade to display the Overlay.

  • EP NMs

    ENC P (EP) NMs contain additional preliminary information that is specific to ENCs and cannot be published as a standard Admiralty T&P NM.  These NMs are displayed in the same way as T&P NMs, as a simple red polygon (usually rectangular) with red hatched fill which indicates the area affected by the NM.  Each NM is allocated a unique EP NM number.

    The full text of the NM can be viewed in the ECDIS Pick Report against the Information attribute.  Where additional information is needed to explain the NM an associated picture file displays an image showing the ENC superimposed over the current paper chart information.

    ‘No Overlay’ Feature

    Where there is no equivalent scale Admiralty paper chart, the UKHO does not have any additional information and the Overlay shows a ‘No Overlay’ feature.  This feature is displayed as a grey polygon with a grey hatched fill indicating the area where there is no overlay information.

    Additional information, such as local T&P NMs, may be available in these areas from other sources.  When navigating in these areas, seafarers should ensure that all appropriate sources of information have been consulted.

  • How do I add extra products and / or area data files to my licence?

    Give your Admiralty distributor your user permit number. He will arrange it for you. On either your main or backup system select Start > Programs > Admiralty Digital Publications > Licence Key Wizard. Select Add Areas / Renew Licence, then select Next. The Licence Key Wizard – User Permit screen will appear. It contains your user permit, expiry date, products and current areas. Select Next to display the Licence Key Wizard – Export User Permit with the options to: Copy to clipboard; Print; or Save to a simple text file.

    Give your distributor the user permit and the products and / or areas that you want to add. Your distributor will supply you with an update key. Note: You will receive separate update keys for both the main and the backup systems. If you are adding ADLL or ADRS6 you will also receive the latest ADP weekly update CD.

    To enter the update key select Start > Programs > Admiralty Digital Publications > Licence Key Wizard. Then select Add Another Key and select Next. Tip: use Copy (Ctrl+C) and Paste (Ctrl+V) to enter the key details.

    If you buy additional products / area data files during the year, the price will depend on when the existing licence commenced (all products / area data files now expire at the same time).

  • How do I create a Support file to send to the UKHO Helpdesk?

    Right click the title bar (the blue bar right at the top), select “About the ENC Online Updating Service…” and select the Support button. You will be given a choice of: send an email; save in text file; print the message or copy the message to the clipboard. If possible select the first option. This will generate an email which gives a full listing of the registry settings.
     
    Forward the email to the UKHO Helpdesk – helpdesk@ukho.gov.uk with a full description of your problem and they will advise further.

  • How do I find out more about backup requirements for electronic charts on my ships?

  • How do I get an activation key by email?

    Select Start > Programs > Admiralty Digital Publications > Licence Key Wizard from the menu bar. The Licence Key Wizard – Start-up Key Only screen will appear. Select the Request an Activation Key button then select Next. The Licence Key Wizard – Main or Backup Computer screen is displayed showing your computer name. Select the Main button then select Next. The Licence Key Wizard – Create Activation Key Request screen appears. Select the email icon. This will generate an email that is addressed to bundled.licences@ukho.gov.uk

    In the subject line there will be a string of letters and numbers beginning with UKHOBLAKR…… Do not amend any of this - just click on the Send button. You’ll receive an email back with details of your activation key.

     

  • How do I get an activation key for my backup PC?

    Load the latest version of ADP onto your backup PC. Select Start > Programs > Admiralty Digital Publications > Licence Key Wizard from the menu bar. Use the Licence Key Wizard to insert your original start-up key and generate a new activation key request from this machine, ensuring that you’ve selected the Backup computer button.

    Once you’ve installed the activation key, update your area data files (if ADLL or ADRS6 has been licensed) using the Update Data Wizard and the latest ADP weekly update CD – see Question 12.

  • How do I get the Admiralty Information Overlay?

    The Admiralty Information Overlay is managed in chart display systems in the same way as ENC cells.  The Overlay can be identified in cell listings by its cell name, which is GB800001.

  • How do I install my activation key?

    Select Start > Programs > Admiralty Digital Publications > Licence Key Wizard from the menu bar. The Licence Key Wizard – Start-up Key Only screen will appear. Select the Add an Activation Key button then select Next. The Licence Key Wizard – Add Key screen will appear. Enter the key details. Tip: use Copy (Ctrl+C) and Paste (Ctrl+V) to enter the key details. If you enter the details incorrectly the Licence Key Wizard - Unable to Add Keys screen will appear and you will need to re-enter the details. Select Next. The Licence Key Wizard – Start-up Key Only screen appears, showing your current start-up key expiry date.

    Select Next. The Licence Key Wizard – Activated screen will appear, showing the expiry date, licensed products and licensed areas. To finish, select Close.

    If the key still fails it may be because there has been a change to the hardware configuration - see Question 13 for further details.

    Once you’ve installed the activation key, update your area data files (if ADLL or ADRS6 has been licensed) using the Update Data Wizard and the latest ADP weekly update CD – see Question 12.

  • How do I load the Admiralty Information Overlay?

    The Overlay data is protected in the same way as ENCs and requires a permit to unlock the data.  Please notify your Admiralty Chart Agent if you wish to use the Overlay on any compatible display system so that the Overlay permit can be added to the Chart Permit files issued to you.

    The Overlay permit will be loaded at the same time as your ENC permits when the Chart Permit files are loaded (see ‘Loading Charts for the First Time’ in your AVCS or Admiralty ECDIS Service User Guide).

    When the Overlay is added to your AVCS or Admiralty ECDIS Service licence the Overlay permit will be added to the Chart Permit files issued for all ECDIS equipment registered on the licence.  Older ECDIS that do not recognise the Overlay may display a message when attempting to load the Overlay permit.  This message will not prevent the ENC permits loading correctly.

    The Overlay data is provided on a single weekly CD that contains both base data and all updates up to the date of issue.  Therefore only the latest CD is required for installation and all others can be discarded.

    The Overlay data is loaded in to the display system in the same way as ENC data.  Note that some display systems may require you to run an ‘Update ENC’ process after loading the base data to ensure that all updates on the disk are also applied.

  • How do I obtain ENCs produced by other hydrographic offices?

    The Admiralty Information Overlay is designed to be displayed on top of standard ECDIS displays and can be switched on and off from the main user interface without changing the underlying chart display. The exact detail of how this is achieved depends on the display system.  Please see the display system user manual for details.

  • How do I update the ADLL and ADRS6 area data files on my PC?

    You can only update the area data files on your PC once an activation key has been installed.

    If you’ve re-installed the program on a replacement PC or on a backup PC and the area data files are more than six months old, we recommend that you use the ADP weekly update CD to refresh your area data files.

    Select Start > Programs > Admiralty Digital Publications > Data Updating Wizard from the menu bar. Or select File > Data Updating Wizard from either the ADLL or ADRS6 toolbar. The Data Updating Wizard – Welcome screen will appear. You can choose to ‘Obtain updates from the UKHO’ or ‘Apply updates you’ve already downloaded or received’.

    Obtaining updates from the UKHO

    A) Update automatically from the internet.
    Select Next then tick the area(s) to be updated and select Next.  When complete select Finish. Note – it may be necessary to add the Admiralty Digital Products Licensing Wizard to your internet security package to allow this option to work.

    B) Send an email to request an update.
    Select Next then tick the area(s) to be updated and select Next. If you choose ‘Send the email now’, select Finish. An email with the subject line UKHOBLUR is created with details containing the update request – DO NOT EDIT THIS EMAIL. The email will automatically be sent to bundled.updates@ukho.gov.uk

    If you choose ‘Store the request in a file to send later or to send from another PC’, then select Next. In the Data Updating Wizard – Store Update Request screen, browse to a suitable location, enter an appropriate file name then select Finish. The file can then be transferred to another PC, attached to an email and sent to the email address bundled.updates@ukho.co.uk with a subject line of UKHOBLUR.

    C) Manually download files from our web site.
    Select Next to go to http://updates.ukho.gov.uk. Select Admiralty Digital List of Lights and Admiralty Digital Radio Signals Volume 6. Tick the product(s) that you want to update then select the appropriate week for which you want to update products (Note: The update will fail if you select the wrong week – see Question 20). Choose the area(s) you want to update then select Submit update request. Select either individual area update files to download or a single file that contains all your updates. Browse to choose a location and select Save. Note: If you select a single file that contains all your updates it will come to you as a self-extracting Zip file. When the file has been downloaded to your PC, double-click on the file name to extract the individual area update files. Use these individually as shown below.

    Note: If you supply an incorrect weekly update date, when the data file is updated as in Option e below, you will see an error message: ‘This update file cannot be used because it does not follow on from your current data’.

    Applying updates you’ve already downloaded or received

    D) Update from a CD.
    Insert the CD, browse to the correct CD location and select Next. Select Next to install the updates then select Finish.

    E) Update from file.
    Select Next then browse to the appropriate .buf file that we have sent to you, or to the appropriate .adllu or .rs6u file that you have downloaded from the website (see Option c above). Select Next to install the updates then select Finish.

    F) Update from email.
    Select Next, highlight the appropriate email (Note: ensure that it has been marked as unread or it will not be available). Select Next to install the updates, then select Finish.

  • How do I use the Admiralty Information Overlay in the Navigation Process?

    The Admiralty Information Overlay contains additional preliminary information that is considered navigationally significant and may affect your voyage.  This information should be referred to when planning your passage and may also be temporarily displayed during route monitoring.

    When planning your passage it is normal to review all charts (and therefore ENCs) that are expected to be used on the passage.  When these charts are reviewed the Overlay should be turned on and any features that could affect the planned route should be investigated.

    Those features that are significant for the planned passage should be marked using Mariner’s Navigation Objects, which can be displayed by the ECDIS when navigating.  Sufficient information should be attached to the Mariner’s Navigation Objects to inform the navigator of the action to be taken when they are encountered on passage.

    If the navigational ECDIS is capable of displaying the Overlay, Overlay information may temporarily be displayed when navigating.  To avoid too much information obscuring the chart display the Overlay should normally be turned off and should only be turned on for brief periods when required for reference.  Therefore Mariner’s Navigation Objects should be used to draw attention to relevant Overlay features when the Overlay is turned off.

  • How is the Admiralty Information Overlay supplied?

    The Admiralty Information Overlay is provided on a single CD that contains both base data and all updates up to the date of issue. This CD is issued weekly and only the latest CD is required for installation. All others can be discarded.

    A permit is also required to allow the Overlay data to be installed on an ECDIS.  The Overlay permit is added to all ENC Chart Permit files issued to a user once the Overlay has been added to the user’s Admiralty Vector Chart Service (AVCS) or Admiralty ECDIS Service licence.

  • How is the Admiralty Information Overlay updated?

  • I can’t see a cell that I need to check for updates.

    Check that the two filters are not preventing the cell being displayed.
     
    “Only show cells that need updating” will filter out all those cells that EOUS has registered as being up to date. Having this filter selected when receiving updates will result in the updated cells no longer being visible.
     
    “Only show cells that are licensed” will filter out all those cells for which no licence has been imported via the permit file.

  • I have a message saying that the key cannot be decoded correctly when my ADP program was working previously and I have already entered an activation key?

    Generating an activation key request captures hardware details about the host PC. This locks the activation key to that PC. If you’ve made any changes to your hardware or changed your PC since generating your activation key request, this will invalidate your activation key. Select Start > Programs > Admiralty Digital Publications > Licence Key Wizard to generate a new activation key request from this computer, ensuring that you first select the Main or Backup computer button.

    Under normal conditions, your request will be scrutinised and authorised and a replacement activation key automatically generated and emailed back to you within a few minutes.

    Occasionally, our computer may refuse an activation key request. If this happens you will need to contact either your Admiralty distributor or the UKHO helpdesk – helpdesk@ukho.gov.uk - explaining the situation and enclosing either your start-up key, activation key, update key or user permit and computer name.

    If you’re running a main and a backup system, ensure that the correct key is used on the correct PC.

  • I have a problem updating the Permit File – my permits are not updated.

    When selecting the option ‘Update the application from an ENC Permit File (PERMIT.TXT)’ and the permits do not appear to update, there could be a permissions problem with the PERMIT.TXT file.

    If the file has been set to Read Only then the software will be unable to update the file. The solution is to locate the file (C:\Documents and Settings\All Users\Application Data\Chersoft\ENC Online Updating Service\Permits) right-click on the file and select Properties. De-select the ‘Read Only’ Attribute and select Apply.

  • I have lost access to my ADLL / ADRS6 data and have an error message. What should I do?

    The update process has failed at some stage. In order to recover the situation it will be necessary to update using an ADP weekly update CD as shown in Question 12.

     

    If this doesn't solve the problem, create a support text, as shown in Question 'How do I send the UKHO helpdesk a support text?', and send to our helpdesk – helpdesk@ukho.gov.uk with a full description of your problem. They will advise you further.

  • I received a start-up key for ADP but it expired before I installed the software – how can I get an activation key?

    The start-up key can always be used to install ADP, even if the key has expired. However, the start-up key will not allow you to display any information beyond its one-month expiry date and it will not allow you to apply any ADLL or ADRS6 updates. You can get an activation key at any time after installing ADP.

  • I’m missing an update.

  • I’ve installed ADP. Why do I only have access to the sample data?

    You need to enter the start-up key supplied by your Admiralty distributor. If the CD was supplied without a start-up key, you should contact your distributor to buy a start-up key.

     

    Select Start > Programs > Admiralty Digital Publications > Licence Key Wizard from the menu bar. The Licence Key Wizard – New System screen will appear. Select Next. The Licence Key Wizard – Add Key screen will appear. Enter the key details. Tip: use Copy (Ctrl+C) and Paste (Ctrl+V) to enter the key details. If you enter the details incorrectly the Licence Key Wizard - Unable to Add Keys screen will appear and you will need to re-enter the details. Select Next. The Licence Key Wizard – Start-up Key Only screen appears, showing your current start-up key expiry date.

     

    If you want to request an activation key now, select the appropriate button and select Next (see below for details). To exit select Close.

  • I’ve just installed EOUS and requested a Catalogue Update by email. I can see the response email has arrived but the icon to “Read the email inbox” or “Import an email attachment” is not available.

    The “Read the email inbox” and “Import an email attachment” icons will only become available after a Catalogue has been downloaded and a permit file loaded.
     
    This can result in a bit of a catch 22 when requesting the Catalogue by email. The resolution is straightforward however;
     
    Either close down the application and restart (all icons will then become available) or double click the email attachment (if on the same PC as the EOUS application).

  • I’ve lost the navigation pane (the left hand pane) off the help system.

  • I’ve replaced / upgraded my computer. How do I re-install ADP?

    Load the latest version of ADP on your PC. Select Start > Programs > Admiralty Digital Publications > Licence Key Wizard from the menu bar. Use the Licence Key Wizard and enter your original start-up key and generate a new activation key request from this machine. Make certain that you’ve selected the appropriate type of computer, main or backup, to ensure the correct key from the old computer is cancelled.

    Under normal conditions, your request will be scrutinised and authorised and a replacement activation key automatically generated and emailed back to you within a few minutes.

    Occasionally, activation key requests may be refused by our computer. If this happens you will need to contact either your Admiralty distributor or our helpdesk - helpdesk@ukho.gov.uk - explaining the situation and enclosing either your start-up key, activation key, update key or user permit and computer name.

    When the new activation key has been installed, update your area data files (if ADLL or ADRS6 has been licensed) using the Update Data Wizard and the latest ADP weekly update CD – see Question 12.

  • On running the program for the very first time, when creating an Exchange Set under certain conditions, the program hangs in the Create Exchange Set window.

    This is a known problem and is caused by the 'Starting from' data not being correctly refreshed when the catalogue is updated. The solution is to close and then restart the program. This will refresh the ‘Starting from’ date and will correctly identify which cells need updating.

  • On some ECDIS systems, after updating the ECDIS using the EOUS produced CD, the ECDIS reports ‘Please Insert the Latest Base CD’ followed by ‘Please insert the Latest Base or Update CD’.

    This is not a problem and can be explained as follows:
    If you are being selective with the updates that you download, that is, you are not updating the full folio of ENCs loaded in your ECDIS, then, this situation may occur. When you update ENCs selectively you are downloading only those ENCs that you require for immediate navigation. The EOUS client software maintains a full product listing (PRODUCTS.TXT file in the INFO directory) on the update CD that you burn. This product listing shows the latest state of all ENCs in AVCS and the Admiralty ECDIS Service.
     
    The reason for doing this is so the ECDIS returns a warning if you use an ENC that you have not downloaded remotely. It is a little annoying that this creates the messages shown above but in a navigational situation it is acting on the side of safety. What the ECDIS is actually doing is saying that you still haven’t updated ALL the installed ENCs and is still searching for those that were not selectively downloaded.

    All Admiralty T&P NMs that are in force are included in the Overlay.  Each NM is displayed as a simple red polygon (usually rectangular) with red hatched fill which indicates the area affected by the NM.  Each NM carries the same NM number that is used in the Admiralty Notices to Mariners Bulletin.

    The full text of the NM is included as an associated text file which can be displayed by selecting the ‘Temporary Notice to Mariners’ or ‘Preliminary Notice to Mariners’ feature in the ECDIS Pick Report.  Any associated diagrams can also be viewed through the Pick Report.

  • The computer on which I’m going to run ADP doesn’t have email. How can I get my activation key?

    Select Start > Programs > Admiralty Digital Publications > Licence Key Wizard from the menu bar. The Licence Key Wizard – Start-up Key Only screen will appear. Select the Request an Activation Key button then select Next. The Licence Key Wizard – Main or Backup Computer screen is displayed showing your computer name. Select the Main button then select Next.  The Licence Key Wizard – Create Activation Key Request screen will appear. You can choose the option Send the Request to your printer or Save the Request to a simple text file. You can then manually type your activation key request into the subject line of an email on another PC and send it to bundled.licences@ukho.gov.uk or copy and paste it from a portable memory device into the subject line of an email and send it. We’ll return the activation key to the email address used to send the request. Alternatively you can send the activation key request details to your Admiralty distributor and ask them to submit the request on your behalf.

  • What are electronic charts?

    The next generation of nautical charts simplifies traditional processes such as route planning and chart updating. When used with satellite positioning devices they also enable automatic route tracking. These features can greatly enhance navigational safety by improving situational awareness, especially in busy or confined waters.

    We use digital technology to develop electronic charts from traditional paper charts and from marine survey data. As with paper charts, using official data is the key to maximising safety and to other related benefits. Official electronic charts currently take two forms: Electronic Navigational Charts (ENCs) and Raster Navigational Charts (RNCs).

  • What are ENCs (Electronic Navigational Charts)?

    These are official vector charts that can only be issued by, or on the authority of, a government-authorised hydrographic office.

     

    They comply with International Hydrographic Organization (IHO) specifications - the S57 Version 3 product standard. Each IHO member nation is responsible for producing ENCs of its own waters, and systematically updating them with all safety-critical information.

     

    ENCs are the only vector charts that may be used for primary navigation in place of paper charts. When operating with ENCs, an Electronic Chart Display and Information System (ECDIS) can be programmed to warn of impending dangers, providing improved maritime safety, risk management, cost savings and other operational efficiencies.

     

    ENCs use a database of all relevant chart features (coastlines, buoys, lights, etc) and their attributes (position, colour, shape), which can be selectively displayed and queried, creating the potential to manipulate the chart image when displayed on-screen. Because of their vector format, ENCs can also be linked to other onboard systems to provide additional automatic features such as warning alarms.

     

    Three variations of the same ENC show minimum, intermediate and maximum data display levels.

  • What are RNCs?

    RNC (Raster Navigational Charts) use raster (horizontally scanned) data to reproduce paper charts in an electronic format. Their familiar ‘paper chart’ image helps users gain confidence in the use of electronic charts by providing a direct link between the display screen and chart table.

    RNCs consist of thousands of tiny coloured dots (pixels) that together make a flat digital image. Every pixel is geographically referenced, enabling accurate real-time display of vessel position when your chart display system is linked to GPS (Global Positioning System).

    Additional user-defined information such as route plans and shoal areas can be overlaid on an RNC to provide automatic links to other onboard systems (e.g., warning alarms) but unlike ENCs, charted features cannot be selectively displayed or queried.

    RNCs must comply with the International Hydrographic Organization's S61 data standard, and can only be issued by, or on the authority of, a government-authorised Hydrographic Office.

  • What are the EP NMs in the Admiralty Information Overlay?

    EP NMs (ENC Preliminary Notice to Mariners) contain additional preliminary information that is specific to ENC’s and cannot be published as standard Admiralty T&P NMs.

    EP NMs often highlight navigationally significant differences between the information that is available on Admiralty paper charts and in the ENCs.  In this case an EP NM is issued to highlight the area whilst it is investigated with the responsible Hydrographic Office.

  • What are the regulations for using electronic charts?

    The International Maritime Organization requires that when using a type-approved Electronic Chart Display and Information System (ECDIS):

    • Electronic Navigational Charts (ENCs ) can be used for primary navigation in place of paper charts, provided there is a suitable backup (e.g., another ECDIS with a separate power supply, or an appropriate folio of up to date paper charts).
    • Raster Navigational Charts, when used in conjunction with ENCs (to fill the gaps in coverage) can be used for primary navigation together with an appropriate folio of up-to-date paper charts.
    • What is considered 'an appropriate folio of up-to-date paper charts' varies between flag states, and may or may not represent a reduction in the number of paper charts required to be carried.

    In order to navigate with ECDIS and ENC and comply with the International Convention on the Safety of Life at Sea (SOLAS) it is also necessary to have a backup in case of system failure. The backup may be a second ECDIS or a paper chart.

    If you want to use electronic charts as your primary means of navigation you need a type-approved ECDIS with backup, ENCs where available and RNCs such as ARCS charts to fill the gaps. Initially, the ARCS component of this combination is likely to form the majority of coverage, so a reasonable paper chart backup will still be required but this will gradually change as more ENCs become available.

    The information above is provided only as a guide. There are regional exceptions to these rules. Users must consult their own flag state's regulatory authority (e.g., the Maritime and Coastguard Agency for the UK) to find out their own flag state’s position, as interpretations of SOLAS Chapter V, can vary.     Where there is no equivalent Admiralty paper chart, the UKHO does not have any information in addition to the underlying ENC and the Admiralty Information Overlay shows a ‘No Overlay’ feature.  This feature is displayed as a grey polygon with a grey hatched fill indicating the area where there is no overlay information.

    Additional information, such as local T&P NMs, may be available in these areas from other sources.  When navigating in these areas, seafarers should ensure that all appropriate sources of information have been consulted.

  • What does the Admiralty Information Overlay display look like?

    The Overlay is designed to be displayed on top of a standard ECDIS chart display and can be switched on and off without changing the underlying chart.

    Only those features relevant to the chart in use are displayed.  As the user zooms in or out, the ECDIS will automatically select charts of a suitable scale and the Overlay features relevant to the selected charts will be displayed.  For example, a Temporary NM that applies only to a large scale chart will not be displayed when smaller scale charts of the same area are being used.

  • What ENC coverage is available?

    Worldwide ENC availability has accelerated considerably in the last few years, and some areas (e.g. Northern Europe) are now populated with near seamless coverage. However, some nations do not yet have the capability and/or capacity to produce ENCs of their national waters.  The UKHO is working with many of these nations to produce ENCs in their national waters, with the aim of covering the world’s top 2000 trading ports and the routes between them by March 2009.
     
    The Admiralty Digital Catalogue shows the complete ENC coverage that is available from the UKHO through the Admiralty Vector Chart Service (AVCS).  AVCS offers more directly relevant coverage than any other service currently available.

  • What equipment do I need to display the Admiralty Information Overlay?

    The Admiralty Information Overlay can be displayed on compatible ECDIS equipment and also in Admiralty e-Navigator Planning Station. Most ECDIS equipment installed prior to 2011 will require an upgrade before it will be able to display the Overlay.

    The Overlay can also be displayed on a standard computer using Electronic Chart System (ECS) software, such as SevenCs Orca Master, which is available to trial for 6 months free of charge.

    Please note that Admiralty e-Navigator Planning Station is being gradually rolled out through Admiralty Chart Agents during 2011 and your Chart Agent will only be able to supply it to you when their roll-out has been completed.   • What is a RENC?

    A RENC is a Regional Electronic Navigational Centre. In order to ensure uniformity in both format and distribution, the International Hydrographic Organization created the WEND (Worldwide Electronic Navigational Database) principle. Under the WEND principle, each major geographical area of the world would have its own RENC. Each nation that produces ENCs would send its data to the local RENC, who would then be responsible for validating and distributing the charts to end-users.

    There are currently two RENCs worldwide; Primar-Stavanger based in Norway and the International Centre for ENCs (IC-ENC) based in the UK. The UKHO is a distributor for and is able to supply ENCs from both RENCs via its Admiralty Vector Chart Service (AVCS) and Admiralty ECDIS ENC Service.

The Overlay makes passage planning simpler and safer by clearly showing where important Temporary or Preliminary changes may impact a voyage.   • What is the difference between ECS and ECDIS?

    Practically speaking the terms Electronic Chart Display and Information System (ECDIS) and Electronic Chart System (or ECS) have become virtually interchangeable, but in regulatory terms ECDIS and ECS are far from equal. A genuine ECDIS is a high quality ECS that meets the requirement of the International Maritime Organization’s performance standard and has been tested by an independent type-approval authority. Only a type-approved ECS can legitimately be called an ECDIS and only they are considered by the regulatory authorities to meet the requirements of Safety of Life at Sea (SOLAS) legislation.

    It is important to note that when used to display non-SOLAS-compliant electronic charts, an ECDIS is classified as an ECS and can only be used as an aid to navigation.

  • When does my Admiralty Information Overlay licence expire?

    Some email providers check the contents of emails. The type of files that EOUS sends have been optimised so that they are as small as possible and that each email only contains one file. This means that some email providers checking will not be able to “look into” the EOUS email and so will take the pessimistic view and remove the attachment.

    Options to resolve include asking the email provider to ignore EOUS emails, using a different provider, downloading via the web or changing the email to allow it to pass (i.e. getting a new version of the application).

  • Where are the positions of the Admiralty Information Overlay features?

  • Why can’t I apply ADP updates I received from the ChartCo service?

    If updates have been applied using the ChartCo service and the error message ‘This update file cannot be used because it does not follow on from your current data’ is displayed you will need to update your system with one of the update options shown in Question 12. Use the Data Updating Wizard.

    Unlike the ADP updates, ChartCo updates are not cumulative and have to be applied week by week. To correct the problem, update your ADP using one of the methods described in Question 12, then continue to use the ChartCo service on a weekly basis.

  • Why do Admiralty Information Overlay features disappear when I change scale?

    Each Admiralty Information Overlay feature is attached to one, or more, ENCs and will only display when the attached ENC(s) are displayed. Therefore, when the display is moved or zoomed Overlay features will appear or disappear with the ENCs that are displayed.

  • Why do cancelled cells still show as having an update awaiting them? I’ve already downloaded the cancelled update?

    This is most likely an error in either the PRODUCTS.TXT or CATALOGUE.031 file. Within these files, the edition number should be 0 (zero) for a cancelled cell.
     
    If either one of these shows another update number (typically the update number of the cancellation) then the EOUS will not be able to work out the true situation.

  • Why do I get prompted for a username and password when I download a Microsoft Word document from this website?

    General

    This issue seems to occur with users who have Microsoft Office 2007 installed on their computer. It is a known issue, whereby Office tries to interact with the website and asks for a greater level of authentication than is required for public browsing. Please ignore this message by cancelling the request for the username and password and the document will load in the normal fashion.

  • Why do I get the Error Message ‘CHART.CAT – Validation Failed’

    The previous version of the AOUS contained a Certificate File that has now expired. It is recommended that users uninstall the existing version and download the latest version of the AOUS from the UKHO WebSite here. This will ensure that the latest version of the software is available together with the correct Certificate File.
    Alternatively it is available on the Utilities CD supplied as part of the AVCS.

  • Why do I only have one start-up key when I’ve bought three products?

    Only one key is required to unlock one, two or all three products. Therefore, customers are only issued with one start-up key and, when requested, will only receive one activation key as the ADP runs using a single licence and subscription period.

  • Why have I not received a reply to my email update request?

    If you have requested an email update for a large number of charts and they have not been returned by the AOUS system, it is possible that the size of the Update Files are considered too large by your ISP and will not be delivered.
     
    It is recommended that the number of charts updated is restricted to those charts required for your current voyage. It is also recommended that the option ‘Check which updates are available’ is selected and the Approximate Download Size taken into consideration before selecting ‘Next’ to confirm your chart selection.

  • Why is my whole screen shown as a red-hatched area with the Admiralty Information Overlay turned on?

    Due to the extent of the area covered by some Admiralty Information Overlay information it is necessary for the polygons to cover some very large areas to fully encompass the information.

    This is especially true of some T&P NMs, such as those for new routing measures.  If the display window is fully within the area of an Overlay feature the whole display will be covered by the red hatched display of the Overlay feature.

  • Why is the Admiralty Information Overlay information already in the ENC?

    The Admiralty Information Overlay is designed to draw attention to chart information of a temporary or preliminary nature regardless of whether it is included in the underlying chart.  This is important because the changes are often difficult to see on the chart display and may represent a significant change to an otherwise familiar passage.

    The Overlay also provides a consistent approach to the provision of temporary and preliminary information across the Admiralty series of over 10,000 ENCs from over 40 different producers, some of whom don’t yet include this information in the base ENC.

    Where appropriate, Preliminary NMs will be withdrawn when the underlying chart is updated.  However Temporary NMs will remain in force for the duration of the temporary change.

  • Why is the cell star in the Cell Name column shown in blue?

    This means that the catalogue on that machine is out of date. EOUS compares the validity of the catalogue file with the system date.
